Bank Negara raises income level for credit card applications

Today newspaper…. the use of credit cards and its new ruling. Bank Negara says the minimum income requirement for credit card applications has been raised to RM24,000, from RM18,000 currently.

Bank Negara Malaysia (BNM) has revised the minimum income requirement to apply for a credit card to RM24,000 per annum from RM18,000 per annum with immediate effect.

For applicants or cardholders who earn RM36,000 per annum or less, they would be able to hold only credit cards from a maximum of two issuers,

For existing cardholders, they need to select their preferred two issuers by Dec 31, 2011.

Currently, 50 per cent of 3.2 million credit card holders have income below RM36,000.

Cardholders would be given at least two years to service their outstanding credit card debt for the cards that had been cancelled for the purpose of meeting the requirement.

The maximum credit limit extended to a cardholder also shall not exceed two times their monthly income per issuer.

Our government has decided to ban the polycarbonate feeding bottle containing the organic compound Bisphenol A or BPA from March 1 next year.

To adopt precautionary measure because there was no scientific proof that the feeding bottle was safe for use by infants and children.

it had been learnt that BPA could cause disruption to the hormonal system and consequently interrupt bodily functions, but added that so far no evaluation had been done on the hormonal system in infants.

The Singapore government is handing out more than S$13 billion in benefits to households and businesses - aimed at growing incomes and strengthening society.

All adult citizens can look forward to Growth Dividends of between S$100 and S$800, depending on their annual income and the value of their homes. NSFs and NSmen will get an additional S$100.

(HealthDay News) -- In light of new evidence, the 2001 World Health Organization (WHO) recommendation to exclusively breast-feed for six months has been called into question, according to an analysis published online Jan. 13 in BMJ.

Mary Fewtrell, M.D., from the University College London Institute of Child Health, and colleagues reviewed the literature pertaining to breast-feeding, focusing on studies that have been published since the WHO guidelines were written.

The investigators presented evidence of clinical concern for exclusive breast-feeding for six months: increased risk of iron-deficiency anemia, higher incidence of food allergies, and increased risk of celiac disease, if infants are not introduced to certain solid foods before six months. The authors also raised concerns that delayed introduction of solid food may affect future tastes, particularly the bitter taste, which may potentially affect food preferences. Avoidance of bitter foods, such as green leafy vegetables, may influence unhealthy eating patterns and lead to obesity. The authors acknowledged that exclusive breast-feeding was linked to a decreased risk of infection and that the research supports exclusive breast-feeding in resource-poor countries with a high risk of infant mortality and morbidity due to infections.

"In the West, any proposed beneficial effects of exclusive breast-feeding to six months on infection risk would need to be weighed against plausible, or at least suggestive, evidence for adverse effects," the authors write.

Several of the study authors disclosed financial ties to companies manufacturing infant formulas and baby foods.

Diet soda causes strokes? New study doesn't really tell us anything useful

The American Stroke Association presented a study on the link between diet soda and an increased risk of having a stroke or heart attack at their International Stroke Conference this week.

The LA Times reports that the study, which began in 2003, asked over 2,500 people about their soda intake. Their health was then monitored in the following years.

More than 550 cardiovascular events occurred during that time frame. Researchers found that those who reported drinking diet soda every day had a 60% higher rate of these events, which included strokes and heart attacks.

After compensating for other factors which may increase the likelihood of heart troubles -- they still found that the risk was 48% higher for the diet soda drinkers.

What came from the study was a link, not necessarily a cause and effect. Meaning: The study does not prove anything regarding diet soda consumption causing strokes, only that there may have been a link between the two.

After the bad rep that aspartame -- a key ingredient in many diet sodas -- has gotten, we are unsure as to how this is information is any more useful that what we've already heard. We already knew that diet soda was bad for us. But for that matter, so is regular soda and anything else we actually enjoy consuming. Thanks, science!

The self-report based study fails to give us any real reason to stop drinking Diet Coke. How many of you have ever been less than truthful on health based survey? Hmm? We have a hunch that those health conscious people who truly care about the results of this study probably don't drink diet soda, anyway.

As the vice-chairman of the stroke-meeting conference committee put it, "You try to control for everything, but you can't."

7年没动用存信托户头

你可能不知道，如果你把钱存入银行，超过七年没“动用”，就可被归类“未申领款项”。截至2009年12月31日共有41亿5000万令吉无人申领。

这些属于“未申领款项”（Unclaimed Moneys)主要来自银行存款，超过七年没有动用，这些钱就会被归类为无申领款项，移交到由国家会计局属下“证券及信托小组”管理。

除了银行存款外，还有一些因某些原因，某方支付的款项（如没取回的抵押金或股票）、冻结了的贸易户头等，在经过一段长时间后仍没有人认领，户头的款额都会移到上述小组管理。

这笔款项在1965年无申领款项法令之下管制，一笔钱被交到上述小组后，将存入综合信托户头（Consolidated Trust Account），在15年后，若仍没人认领，将存入综合收入账户头（Consolidated Revenue Account)。

“无论在那个阶段，只要有足够证明，都可以领回有关的款项。”

Puduraya to reopen on Feb 2

The Puduraya bus station will reopen on Feb 2, much to the relief of regular bus passengers who like the central location.

The station was closed in April 2010 for upgrading works . The task was to have been completed by the end of last year but the project was delayed due to additional work on the base of the building.

The terminal is set to be relaunched with a host of facilities to improve the level of transportation services.

In the past, the terminal grabbed headlines during festive periods due to the number of complaints from passengers on the poor condition of the bus station.

Ventilation was poor and the amenities were in a sorry state due to age. The terminal was over-used as a result of its popularity and the years took a tremendous toll on the building.

While facilities were lacking at the bus terminal that first opened in 1976, touts were aplenty. The touts were a major problem in the surrounding areas; they could be found as far as the Tung Shin Hospital. Buses, on the other hand, were recklessly parked along the road, causing massive traffic jams.

The upgrade comes with some main highlights that will undoubtedly ease problems for travellers. There are two escalators heading to the basement where buses are parked and one travellator from a new main entrance to the ground floor.

Heat from the bus engines and smoke will no longer affect the passengers at the ground floor with the new air-conditioned waiting area.

There are also two passenger lifts from the main entrance and four escalators to the second floor.

Other new features include ticket counters on the first floor, a surau on the second floor while the fourth floor will be dedicated to a food court.

Coaches on the north-bound trips will remain at Puduraya Terminal. Those headed south will need to go to Terminal Bandar Tasik Selatan.

All the 198 previous tenants including bus operators, food outlets, retail outlets, convenient stores and baggage storage will return to Puduraya. According to sources, there will be 51 ticket counters for 72 bus companies.

The upgraded terminal will benefit passengers. In the past, the place was very crowded and have to stand for long periods waiting for buses. With closed-circuit TV cameras installed in the new Puduraya terminal, it will be safer

The monthly Employees Provident Fund (EPF) contribution for the private sector will revert to 11 per cent effective January, from the current 8 per cent.
"Employers must ensure that the correct amount is deducted from the wages of their employees based on the higher contribution rate and remitted to us," EPF public relations general manager Nik Affendi Jaafar said.
Contributions from employees were reduced from 11 per cent to 8 per cent over a two year period from January 2009 to December 2010.
employees who had previously submitted the KWSP 17A (AHL) special form to maintain the contribution rate at 11 per cent during the two-year period, would not be affected.

Amendments to the Road Transport Act (RTA), passed in Parliament last month, will come into effect Feb 1,

However, amendments related to hybrid cars and fully electric cars would come only later once the technical details have been resolved, probably at the end of March.

Some 50 amendments are involved and among introductions of new areas in the act are:

* the requirement for vehicle owners to inform the RTD of their new address within two months, or fined up to RM2,000 or compounded for RM300;

* empowering the police or RTD to enforce the laws when an accident resulted in deaths and to act against careless drivers and those driving under the influence of drugs or alcohol;

* empowering the police or the RTD and local authorities to remove, clamp or impound any vehicle found to cause trouble to other road users in addition to the existing RM2,000 fine or six months jail; and

* empowering the RTD to act against motorists who park on the side of the road or expressway rest areas to avoid roadblocks.

交通修正案2月生效‧搬家須更新地址‧寬限期2個月

隨著2010年陸路交通（修正）法令將於2月1日正式生效，駕駛者在搬家的兩個月內若沒有更新地址，將被罰款最高300令吉。

2個月內繳罰不會扣分

2010年陸路交通（修正）法令於2月生效後，交通違例者若於兩個月內繳付罰款，就不會在扣分制下被扣分。

與此同時，駕駛者一旦分數被扣完，陸路交通局將在駕駛者無需親自交還駕駛執照下，自動吊銷駕駛執照。

分數扣完自動吊牌

這是因為新法令賦予陸路交通局通過電腦系統直接吊銷違例駕駛者的駕駛執照的權力，而無需像現在般得經過6個月的上訴及交還駕照程序。

因此，持P牌（PDL）及合法駕照（CDL）的駕駛者，一旦被分別扣足10及15分，不管他們否交還駕駛執照，陸路交通局將直接通過電腦吊銷。

根據陸路交通局的經驗，很多違規駕駛者都拒絕交還駕駛執照。

在這種情況下，違例駕駛者一旦被檢舉，即使手上的駕駛執照依然還有兩年的有效期，卻因為被自動吊銷而失效。

扣分制下共列明16項交通違規行為，違規駕駛者目前獲得6個月的上訴及程序駕照的限期，如超速會獲得21天的時間作出解釋，過後還可以上訴，上訴失敗才必須將駕駛執照交還陸路交通局。

可是，在2010年陸路交通（修正）法令生效後，違規駕駛者若沒有於兩個月內繳付罰款，扣分還會增加。

“如果駕駛者過後又沒有呈交解釋信，陸路交通局可以直接通過電腦吊銷駕駛執照。”

一些保險公司1月1日起靜悄悄針對“高齡汽車”增加汽車保險的附加投保保費，超過10年車齡從10%增至15%。

農曆新年將至，漲價風狂颳，這一輪吹到汽車保險的附加投保（Loading Charge）。國內一些保險公司在今年1月1日起靜悄悄針對“高齡汽車”而增加汽車保險的附加投保保費，超過10年車齡從10%增至15%，超過20年車齡則從50%調至100%，視不同保險公司政策而定。

「煮淡一點妳就嫌沒有味道，現在煮鹹一點妳卻說咽不下，
妳究竟怎麼樣？」
母親一見兒子回來，二話不說便把飯菜往咀裡送。
她怒瞪他一眼。
他試了一口，馬上吐出來，
兒子說：「我不是說過了嗎，媽有病不能吃太鹹！」
「那好！媽是你的，以後由你來煮！」
媳婦怒氣沖沖地回房。
兒子無奈地輕嘆一聲，然後對母親說：
「媽，別吃了，我去煮個麵給妳。」
「仔，你是不是有話想跟媽說，是就說好了，別憋在心裡！
「媽，公司下個月升我職，我會很忙，
至於老婆，她說很想出來工作，所以 .... 」
母親馬上意識到兒子的意思：
「仔，不要送媽去老人院。」

母親年輕便守寡，含辛茹苦將他撫養成人，供他出國讀書。
但她從不用年輕時的犧牲當作要脅他孝順的籌碼，
反而是妻子以婚姻要脅他！
真的要讓母親住老人院嗎？
仔問自己，他有些不忍。
「可以陪你下半世的人是你老婆，難道是你媽嗎？」
阿財叔的兒子總是這樣提醒他
「你媽都這麼老了，好命的話可以活多幾年，
為何不趁這幾年好好孝順她呢？

但觀眾一點笑聲也沒有。
幾個衣著一樣，髮型一樣的老嫗歪歪斜斜地坐在發沙上，
神情呆滯而有一個老人在自言自語，
有個正緩緩彎下腰，想去撿掉在地上的一塊餅乾吃。
兒子知道母親喜歡光亮，
所以為她選了一間陽光充足的房間。

幾名護士推著坐在輪椅的老者在夕陽下散步，

政府從今年2011年1月1日起實行外勞醫保險計劃，強制所有外勞購買醫藥保險，已在本地工作的外勞則獲得3個月期限，購買醫藥保險，否則將不獲準更新工作準證。
未繳清醫藥費用的外勞，將不能更新工作準證，而他們的僱主也將被移民局列入黑名單，不允許僱傭用新的外勞員工。
從2011年1月1日起，所有外勞強制規定須購買每年保費120令吉的投保額1萬令吉的醫藥保險，這項保險包含住院及手術醫藥保障。
政府也決定從事種植業及幫傭的外勞的醫藥保費由僱主承擔，而從事其他行業的外勞則需自行負擔該保費。
進院需出示護照
「若員工受外勞醫藥保險保護的話，他們在進入各政府醫院時不必繳交任何抵押金或出示保險公司的擔保信，外勞們只需在入院時出示護照，讓院方確認其身份即可。」

高教部從明年開始推出新的學年時間表，大學的入學時間，也將從原本的7月改至9月。

這項改革主要是配合政府的目標，即在2015年有15萬名國際學生進入國內大專學府就讀，以便大馬成為區域及全球的高等教育中心。

在招收國際學生時，所面對的問題是我國大學的學年時間表，比國外公佈考試成績的時間早，如今把學士班開學日期劃一，是為了招收更多來自世界各國的學生。

消息說，推出新的學年時間表，不會對大馬教育文憑考生造成影響，因為他們不是直接就讀學士學位。

Several major roads in Kuala Lumpur will be closed beginning Friday in conjunction with the 2011 New Year Eve celebrations.

The affected roads were those in the vicinity of Dataran Merdeka, Bukit Bintang, KLCC, Bangsar/Telawi and KL Sentral.

The road at the Dataran Merdeka would be closed from 5pm Friday until 6am the following day while the road at Bukit Bintang would be closed from midnight Friday until 6am on Jan 1.

IRB looking at salary deduction scheme for PTPTN loan takers by January 2012

The Inland Revenue Board (IRB) is expected to implement an automatic pay deduction scheme by Jan 1, 2012 for those who take loans from the national fund for higher education or PTPTN.

IRB department was drafting the laws, systems and operations together with PTPTN to enable it to collect loan repayments more effectively.

The draft which is being fine-tuned will be presented at the Parliament the latest by June next year.

the laws were important to enable IRB to take action in case the PTPTN borrowers do not repay their loans.

Presently, the borrowers can still make their payments voluntarily through IRB as the department is one of the channels through which the loans can be repaid.

The IRB was given responsibility as an agent of collection for PTPTN loan repayments following the problem faced by PTPTN with those who failed to repay their loans.

扣薪方式追討貸款
e-PTPTN2012年落實

內陸稅收局與高教部合作研究電子高等教育基金（e-PTPTN）系統，預料電子高等教育基金在2012年1月1日落實。

有關系統將允許內陸稅收局以每月扣除薪金方式，協助政府向已出來工作的貸款者追討貸款。

要落實有關系統 “法令修改最遲必須在明年6月提呈國會尋求通過。”

“現階段，貸款者仍可以通過內陸稅收局繳付貸款，因為內陸稅收局是其中一個可以代還高等教育基金的機構，祗是目前內陸稅收局不能強迫貸款者繳付欠款。”

內閣在今年5月同意，由內陸稅收局代勞，為高等教育基金收取所欠貸款，以解決貸學金遭拖欠問題。

在這項方案下，學生在簽署貸學金合約時，將會直接獲得內陸稅收局戶頭號碼，以便當局在借貸者就業后處理償還貸款事宜。

为清理累積案件‧“認罪協商”初犯減刑一半

如果隨著2010年刑事程序法典修正法案獲得國會下議院通過，在“認罪協商”（Plea Bargaining）條文下，初犯若認罪可獲減刑，減刑的“幅度”可達最高刑罰的一半。

如果是慣犯，控方不會獻議“認罪協商”，而這是大馬從美國和英國的經驗中學習如何加速審理累積案件的成果。

有關法案納入“認罪協商”的條文，是希望更多被告自願認罪，以避開審訊的程序，進而達到以公正的方式協助清理累積案件的目的。

司法部正與律師公會、總檢察署合作，針對“認罪協商”草擬一份有關指南，作為執行的依歸；至於何時正式實行，則須獲得總檢察長同意。司法部已經做好準備。

一旦完成有關指南，司法部將會巡迴全國，向各地的法官及副檢察司講解有關指南的內容。

涉及嚴重罪案的被告是否可“認罪協商”，這要交由副檢察司決定.
